The term mobile friendly Support refer to that supports access via mobile devices and is not limited to the presentation of the content of a website/blog, but it is indeed one of them includes the presentation of website content that supports mobile devices (smartphones, tablets, and other types of gadgets).
To respond to this, there are 2 ways of choice used by the website/blog :
1. Create a design and a special web page version for access through mobile devices, or the term provides a template/theme mobile version. The concept is to use automatic detection when there is access via mobile, so then once detected the browser will diredirect to the template/theme mobile version. Major news sites most commonly uses this version and use the domain characterized by mobile access on a mobile version of the page (m.domain.com, mobile.domain.com, etc., is not absolute, just as an example only), Facebook (URm.facebook.com). On some platforms, this feature also exist, for example: there are features on Blogger mobile version complete with templates by default or can be custom made. In WordPress (self-hosted) there is a mobile version of the plugin is quite popular, WP-touch.
2. using the principle of Responsive Web Design (RWD) to create templates/Web page design that can be adapted desktop and mobile browsers. According to this principle, web/blog layout should be able to adjust to the width of the browser. Generally, responsive design involves two things: the viewport meta tag and CSS media queries to do an adaptation of it. On some of the more sophisticated responsive design, diperlengkap again with a variety of things, such as: use HTML5 as a whole or the use of javascript/jquery to enrich the capability response, hide some elements, and gave particular effect when a transitional device. Mobile friendly websites are websites that are capable of serving content to users of mobile devices, with one of the two ways above, and is not limited to the ability of a template to respond to mobile devices only.

This is because a website news tend to have heavy file high enough (because it has lots of elements). So, if adapted into or replace with a template/theme responsive, likely will still be high severity. Despite the fact it could have been arranged in such a way that some elements are not displayed when accessed via mobile, but this is still seen less effective.
Not all templates are tested properly responsive when accessed via mobile, as I alluded to in a previous post. In some templates the bloggers in particular, there are still many that are quite heavy when accessed via a mobile device browser. It's no wonder when some Blogger users prefer to use a template instead of using the mobile version of responsive and turn its mobile version.
How do I know if a website/blog mobile friendly concept supports this? All probably already know, Google recently released a tool to check if a mobile friendly Support:

There will be seen whether a website supporting the concept of mobile-friendly (passed the test or not), either through the use of templates or template usage responsive mobile. So the concept of a mobile friendly website is not limited to only certain web design principles (e.g. RWD only).
